Is Bush guilty of plagiarism?

Is it possible that Smirky screwed up the quote like he did with "Fool me once, shame on you. Fool my twice, shame on me".

    Either one is enough to make poor old Abe Lincoln turn in his grave, though he would probably forgive W.C. who purposely manipulated the quote. George Bush just couldn't remember it.
