Flimsy, LOL! Okay, you've crossed a line here. We classicists have certain standards...and bad as he was, "Little Boots" Caligula deserves better than being compared with Bush! Though he was crazed as a rabid chipmunk and vicious as a cornered wolverine, Caligula at least had imagination. I never heard anyone accuse Bush of THAT!
Caligula attempted to make his horse a consul of Rome. Oops! I forgot Bush and Harriet Miers.
Maybe there is a similarity after all!
